InSight Program – Intensive Outreach, Harm Reduction & Parenting Support
The InSight Program provides intensive outreach, mentorship, and harm-reduction support for pregnant or postpartum individuals (18+) who use substances during pregnancy.
The program is grounded in trauma-informed practice, cultural humility, relational engagement, and non-judgmental support.
InSight Mentors build trusting relationships and help participants increase safety, strengthen wellness during pregnancy, and connect to meaningful community supports.

- Providing harm-reduction education and safer-use strategies
- Supporting participants to reduce harms related to substance use during pregnancy
- Supporting participants in recognizing patterns, triggers, and safer alternatives
- Parenting & Infant-Development Support
- Strengthening parenting confidence and bonding
- Supporting infant-development needs
- Helping participants prepare for baby’s arrival
- Linking to culturally aligned parenting supports
- System Navigation
- Supporting access to services participants choose to engage with
- Bridging communication with:
- Prenatal teams
- Public health
- Early childhood supports
- Community or cultural programs
- Assisting with forms, appointment planning, and follow-up (within scope)
- Advocacy
- Supporting communication with:
- Income assistance
- Child welfare
- Justice/courts
- Healthcare providers
- Helping participants understand their rights and available options
- Supporting communication with:
- Safety, Trauma & Family Violence Support
- Supporting safety planning
- Linking participants to family violence supports, shelters, or crisis services
- Providing grounding and support before difficult meetings or appointments
- Community Connection & Cultural Support
- Helping participants build supportive, culturally grounded networks
- Connecting with Elders, Indigenous wellness supports, and cultural resources
- Encouraging engagement in meaningful cultural and traditional practices
The program’s goal is to support safer pregnancies, reduce the risk of FASD, strengthen parenting wellness, and promote long-term stability and community connection.
Eligibility
This intensive three-year, voluntary program is available to individuals who:
- Are 18+ years old
- Use substances during pregnancy
- Are currently pregnant OR have given birth within the last 12 months
- Are not well connected to community supports or face barriers to accessing services
- Live anywhere in Winnipeg
- May also be eligible if:
- Awaiting an FASD assessment, OR
- Connected to an FASD clinic
